On Track 1.1.1 Develop the 2024 to 2034 Housing and Homelessness Plan and Implement Identified actions.

In March 2024, the Ministry of Municipal Affairs and Housing (MMAH) requested that Service Managers not complete a review or update their local Housing and Homelessness plans until further communication is received from the ministry. Although, staff had initiated the review no further action was taken. Despite the delay, staff continue to be committed to advancing strategic priorities, maintaining critical services, and pursuing new opportunities to support housing and homelessness initiatives 

The Housing & Homelessness Plan was under development in Q1-2026.  It is on-track to be finalized in Q3-2026. SHS Consulting has been engaged to develop a measure of current unmet need for housing – and have allocated the unmet housing need across the housing continuum.  This information has been integrated into the 10-year housing targets developed in Q4-2025 to articulate the full need for housing across the full housing continuum, including homelessness response and emergency housing.

SHS Consulting and an internal staff team are developing strategic recommendations that will be implemented over the 10-year horizon of the Housing & Homelessness Plan across the housing system.  The plan is focused on actions that advance goals to improve access, advance system capacity and collaboration, enhance housing stability and homelessness prevention, increase supply of supportive housing supports, and optimize current housing stock, and sustain and plan for future growth. Next step is finalizing recommendations and integrating housing needs and future targets to consolidate a final draft of the report to send to the designer.
